This training is being provided to individuals who have responsibilities for managing
implementation of the Stormwater Pollution Prevention Plan (SWPPP) for their permitted industrial facility.

Topics include an overview of permit compliance requirements, documentation,
annual review requirements and keeping SWPPP program up-to-date. Training will also cover corrective action and evaluating benchmark monitoring results. All attendees will receive a training certificate to document successful completion of training.

Why is SWPPP Implementation Training Needed?
Effective April 5, 2010, the Minnesota Pollution Control Agency (MPCA) requires specific training for certain staff at each facility permitted under the new General Permit for Industrial Stormwater Discharges. Each facility must designate an individual responsible for implementation and management of the SWPPP program. These individuals are required under the permit to have specific training on SWPPP implementation, compliance, review and amendments.

Proposed Erosion Sediment Control Rules in PA

The Pennsylvania Department of Environmental Protection (PADEP) is expected to finalize proposed changes to Pennsylvania's regulations governing erosion and sedimentation control measures set forth in 25 Pa. Code Chapter 102. The proposed regulations revise existing requirements pertaining to erosion and sedimentation controls, and add new provisions regulating the management of stormwater discharges during construction activities, defining long term obligations to manage stormwater discharges following the completion of construction activities, and requiring the creation and maintenance of forested riparian buffers.

The Pennsylvania Environmental Quality Board (EQB) published the proposed regulations in the Pennsylvania Bulletin in late August 2009 triggering a 90-day public comment period.

EPA Issues Compliance Orders to 79 MS4 in PA

U.S. Environmental Protection Agency has issued orders to 79 municipalities in south central Pennsylvania requiring improvements to their Municipal Separate Storm Sewer System (MS4) programs. The orders require the cited municipalities to correct problems with their respective MS4 programs and come into compliance with their stormwater NPDES permits.

EPA plans to provide compliance information to municipalities receiving these orders, and will host a one-day conference on May 5 in Harrisburg, PA, to discuss the MS4 requirements of the Clean Water Act.

Proposed MS4 Permit For Washington DC - Additional Control Requirements

The U.S. Environmental Protection Agency has issued a proposed permit to the District of Columbia requiring the District to continue improving its Municipal Separate Storm Sewer System (MS4) program for controlling stormwater runoff.

The draft permit requires the District to implement stormwater controls that were not required by the old permit issued in 2004, including:

• Implementing a sustainable and enforceable approach to promoting low impact development and green infrastructure, including enhanced tree planting, green roofs, and water reuse onsite to slow down the rate of runoff from paved areas of the District.
• Complying with strict discharge limits, and new performance standards requiring 90 percent on-site retention of storm flows at non-federal facilities for new development, redevelopment and retrofit projects, to avoid pollutant runoff and stream damage.
• Increasing monitoring of total maximum daily loading (TMDL) for impaired waterways, including the Anacostia and Potomac rivers, Rock Creek and the Chesapeake Bay.
• Controlling and reducing trash through enhanced street sweeping and implementing the Anacostia River TMDL for a “Trash Free Potomac” by 2013.

The comment period for the permit will begin on April 21 and last 45 days, ending June 4. Following the close of public review, EPA will prepare a response and make any necessary modifications to the permit to address public comment. EPA expects to finalize the permit within 3 months of the close of the public review.

New Regional Permiting and SWPPP Requirements In MA

EPA will require new measures to control stormwater pollution in the Charles River watershed. Under a proposed pilot program large industrial, commercial and multi-family residential facilities in three communities in the Upper Charles River Watershed will be required to reduce polluted runoff from their properties. This initiative is part of a continuing, multi-faceted effort to restore the Charles River.

The EPA action will apply to properties with two or more acres of impervious area in the Towns of Milford, Franklin, and Bellingham, Massachusetts. Property owners with two or more acres of impervious surfaces will now be required to obtain an EPA discharge permit, and to take steps to reduce pollutants in stormwater.

The permit is designed to encourage private property owners and municipalities to work together, to produce a comprehensive approach to storm water management. Under the EPA program, property owners can choose to control their own stormwater to specified standards, or can work with their town government on a community-wide approach. Facilities can choose from a simple menu of stormwater controls, and receive specified credits to meet their reduction requirement. The permits will require that these facilities reduce phosphorus discharges by 65 percent through a variety of stormwater management practices. Ultimately, these requirements will likely apply to the entire Charles River watershed.
